If a user that reports was present then I would give IllegalName 3-day (regardless of previous bans), like to SmeGma. Otherwise I'd leave it be.

Was reported to me.
Strongly disagree with kid gloves treatment. He is warned and banned and other action is taken against him and he continues to act in the same way. If you don't want to ban him, I suggest that he be muted until further notice.
