How do you know the player you're banning from server is not someone who copied someone else name and the blame goes on them, because if the victim comes online, you're thinking he used another computer?

by IP and ID vs the names are used under those IP/ID's
It's not just the name they are looking at
so if some jack*** is using my name, doing some cheating and or TKing or
other lame tings they will figure out its not actually me (i hope )

As Nardaq said, players are banned by their global ID or IP (global ID in all of our bans). The ban triggers on their CD-Key. If they or a player with the same name appears again, it's either somebody else or they bought a new CD-Key, which is an acceptable way to get around a permanent ban.
