They did. It's difficult to say what their response would be. Bear in mind that while BallisticPro dominates the online scene, it is not RuneStorm's original vision for the game.

I don't. They know of it and allow it, but there is no express agreement.

I would be far more interested in taking our own content and putting it into a new IP that can retain our basic ideas from BW, just without having to shoehorn it into a pre-established mod.

(And we already have at least 3 assets built with normal maps and PBR in mind. I can get the models ready for UE4 in no time).

I think we are a little bit rushing ahead of ourselves.

A better way to tackle this would be first to:

1) Get a commitment from a core team of members to lead and maintain this project.
2) Decide the ultimate goal and sub-goals of this move (mind you, in the following paragraph I am only proposing questions, not expressing opinion): firstly - will we move away from ut2004, focusing on UE4 alone? This is something that must be decided upon. What would be the scope of the UE4 mod? Would it be online-first, same like BWPro? Are we to attempt to recreate the exact same experience? (assuming that is at all possible). Then, there's what CX brought up - are we going to ditch the RuneStorm IP and design something of our own?
3) Lay out a roadmap for the project.
4) Start working on it.

By the time we are done with #2, Unreal Tournament 4 would probably start taking some sort of playable form, and we can start moving on to the practical half of this project.

You admins have something big here. As Aberiu said you can attract lots of players by porting weps, mechanics and make new maps in UE4. The engine and UnrealEd are there. And the game is already playable. I remember the first threads on the UT4 forums, where almost all modders asked Epic to release dev tools. And now that they are here, the forums are still empty.

I'm sticking with UT2004, but I will help the UT4 project as well with my assets.
I know it's quite a bump, but I would like to tell that there is still development for UT2004.
Anyone can also gain knowledge about UT2004 modding, I'm personally willing to help people making weapon packs if the need basic advices.

UT4 will in time be a great game. Taking part in it's development (race when possible) would be wise.

I'm sure that before long there will be a decent ut2k4 style mod to keep the ut2k3/4 players happy, but most importantly LDG MUST be the first race server fot UT4.
