I'd dare say that everyone has lag spikes in that occasion, and I remember it was also a problem in a trials server I used to join...could be a hardware resourses issue?

That would look like a problem with the UT2004 itself

It is only on LDG for me. I play trials and TAM no problemo elsewhere.

If it happens when a player leaves/joins any of the servers, and at the end of matches, is it possible that it is something to do with the reading/writing of player stats/skill ratings somewhere?
This all started in the middle of March I think - the host went from having no packet loss at all to having regular packet loss. Did something change?

Yes that sounds likely. Still I don't know if my "black hole packets loss" and the ping jitter are related to my wifi or the server, so I can't help for that.
