Many PCs have a really cheap motherboard audio chip. Use the UT2004 options to turn Low Sound Detail ON, and set the music volume to zero to disable that too.
Two other tips:
1) In Windows, go to Control Panel...Hardware&Sound...Sound...Playback... Speakers...Properties...Enhancements and turn ON "Disable All".
2) Edit your "System\UT2004.ini" file (that's "UT2004-win64.ini" if you use the 64-bit .exe) then find the section called "[ALAudio.ALAudioSubsystem]". Lower the channel count to "Channels=12". You won't notice the difference and it takes less processing.
