AS vote -> mass RQ -> bait race vote -> everyone joins again -> back to AS

Well no, AS and RACE voting has it's balance now. There were attempts to solve the situation (by separating AS and RACE etc.) but didn't lead to any result. It's true that RACE community is bigger than AS community and that pretty much AS is penalized in voting for being dependant on RACE (hence the chainvoting penalty). The goal of running race is for the RACE community - AS is in no way seen as priviledged community, this view has been voided a good while ago - it's now even in the rules (see rule 3i).
There are also other aspects to it - an average AS game takes twice as long than an average RACE game. In a nutshell we already observed enough what is going to happen if AS has too much vote and for several month AS vote has been reduced to 0.35 when there was one game of AS played out of last 4 (yeah the RQ ratio was that high).
If there happens to be too little AS, some maps gets a vote boost - but if as you say, AS is on 0.60 when you are on the server, then AS gets played or you try some Chaos / Legowars / Gasoline / Pierons - well a map that is on 0.60 all the time. According to the logs, there ain't very much of AS games in the peak hours in the past days.
As for priviledged voting, that is only for admins and donators that got V.I.P. (+50% vote).

There seem to be 3 big catergories of players..
-AS players (most play both gametypes)
-RACE players (who visit regular but prefer race and might RQ)
-newbs (who join for race but come & go and RQ mostly)
The discussion comes down to how much more newbs+RACE mean to the server than AS players.
EDIT: So if I were to become VIP my vote increases to 0.9 which loses to some random visitors 1.0 derby vote. No offense but this package is not for me.

Izumo, thanks for the clarification of the past and ideas that have been tested. Is there still a chance that the weight could be raised to 0.7 or 0.8, just for this week or so?

We can raise the vote weight to 0.8 no problem.
RACE weight will rise to 1.2 also

Well, under current math it's
3 x 1.00 = 3.00
4 x 0.60 = 2.40
it's still better for RACE, because 5 x 0.60 is only 3.00 so get's tied
